I suspect the only way for countries to be made partially whole will be to not pay back debt they owe China.
No judgement from a class action lawsuit (brought by individuals) can force the communists to pay up.
It might be a moral victory, but the ChiComs will not give a darn.

Needless to say it is not the Chinese people who are to blame, rather the oppressive communists which rule over them.
