Read the link. He never said this. His medical person (Oliver someone) put out the information that the vaccine would take 18 months and this was not to be confused with Phase 1, which somehow got confused. They've corrected that information. The link is clear.

You're describing pretty much every state. Large population centers are typically clustered in smaller regions of the state, and the rural sparsely populated areas take up larger land areas of the state. If the urban population is proportionately higher than the rural population, then this will take place. This is how pretty much every other state is run. I can hear the people in Eastern Washington complaining about the people in Western Washington around Seattle.

That's what is so shamefully embarrassing about this governor.

He's a total closeted racist - we all know that was him with the blackface.

This guy's sound reasoning ability are questionable at best - and he's a reckless fool who has keys to the governor's house.

Hopefully he will only be a one term governor in Virginia.
