What "Law and Order" tells me is that he thinks that if you're part of neither group (or at least can gain the personal respect of one or the other), you're 2/3 of the way to the city jail and 1/3 the way to the state pen; and deserve to be dealt with "accordingly" (i.e., then the Bill of Rights doesn't apply to you).
1) The spit-and-polish suit-and-tie country club set.
