well, he's already moving his arms as he walks. I've seen people with earbuds in, listening to music, and wave their arms to the music. Based on the video, we don't know if he turned and said something apologetic ("I didn't realize you were so close") or accusatory ("you walked right into my space!")

that's why I said POSSIBLY.

in many cases, it's hard to make an accurate determination of what happens from 3-5 seconds of video.
