I don't think the CDC changing its tune was all that related to developing knowledge. They were trying to prevent a run on PPE. In any case, there were other sources. Early on, China - yes that China - advised that the US biggest mistake in tackling the outbreak at that time was failure to distribute and require masks.

If you'd like, I can show you statements Fauci made that show he and CDC knew asymptomatic spread was common as early as beginning of February. They knew about asymptomatic spread for at least 6 weeks while they were recommending against masks.
Of course, it may be that these bureaucratic government organizations simply cannot respond to information any faster.

If if was only to prevent a run on PPE they should have said wearing masks reduces spread, we need the N95 and surgical masks for healthcare worker, but we strongly recommend you create home-made alternatives.
