Yup that sounds like normal ad tactics to me. My wife is a Salvadoran and while my Spanish comprehension is almost decent, I don’t have the hang of the accents yet. She swears they are pretty different.
As to the ads being in Spanish in the first place, rule #1 of political campaigning is meeting your constituencies on their own terms, or at least trying to look like you are.

Yep. In Florida for example, Jeb Bush ran a lot of Spanish language media and so does Mario Diaz-Balert and Marco Rubio. And all those above are fluent in Spanish.
