Nope, if the feds have....say conduct a raid. They will road block/quarantine the whole area. Do you think HSI or DEA will let the local popo (with no federal security clearance) know that they will conduct a raid at this XXX location for high profile Xxxx suspect?

I know why you are saying that - but protocols and safety mandate the team will make a call to the locals that their presence is in the area. You have several cars hanging in some corner in the dark - some one can call the cops for suspicious activities and blow the whole thing or have locals show up guns drawn.
