The way DJT goes on about election fraud in the US, you'd almost suspect he's reading lines from the Putin teleprompter. This does feed Putin's goal of sewing distrust in the election process.
Really, this is all you got? The pictures in above link do not lie, discarded mail has been an issue at the USPS for many years. Do YOU want to live in a country in which you cannot trust the voting system? For now at least, voting in person is the only sure way to ensure your vote has not been discarded or adjusted.
And enough with the Russia/Putin crap already, there is absolutely no evidence to support this...only more lies and disinformation from the radicalized Democrats.

Is there any way of knowing who the ballots were voting for?
It doesn't really matter. Ballots should not be thrown in an outdoor bin under any circumstances. This type of care undermines the whole mail in process.
This is unclear. Are these supposed to be mail-in ballots that were to be sent to voters, but were never delivered? Or is this supposed to be ballots that voters mailed-in for a primary that were not counted?
You can see return labels and stamps on some of them that show the full front side.
If you can't see them, use a photo editing tool to enlarge them.
If you have anything intelligible to say then go ahead and say it
