He obviously wants to pass a stimulus bill they all do where in the middle of an election. He got pissed at Pelosi, tweeted out his no stimulus tweet like a dumbass, without thinking that through. Probably had his phone ringing off the hook from all the GOP candidates telling him how that would backfire, then back walked it to stimulus checks and money for small businesses.
Pretty sure that sums it up, not crazy just a "gaffe" as the media likes to say for Harris and Biden.
His "gaffe" made the stock market drop quite a bit. His "gaffes' have ramifications. He is losing, knows he's losing and is going to take down everyone with him.
Whomever gets bailed out it should NOT be NY and CA. Both states are fiscally reckless. If they need more funding just raise state taxes further.
The state bail-outs are to recoup some of the lost tax revenue from having to shut down due to Covid and the cost of providing the necessary care needed during this time. When did we become a country that people will say let's help out this state because they are Red, but not this state because they are blue. Using your logic, then if we had Biden as President and a hurricane hit Florida with massive destruction you'd be ok with Biden telling Florida to go pound salt when they ask for emergency relief funds because the governor is a republican?
Trump wanted them to negotiate one more time. Nancy won't do that, it's her way or no way.
Trump tells them to stop negotiating. They might as well stop, they're doing nothing but wasting time that they could be using for dealing with other matters.
Trump tells them to approve the 'set amount of $25 billion, no negotiating needed' for the airline payroll support and the 'set amount of $135 billion, no negotiating needed' for the paycheck protection program, and, to bring him the stimulus check bill, which is also a 'set amount, no negotiating needed'. He isn't asking them to negotiate since there is no negotiations needed at all for any of those things.
How is that "flip flopping"?
The smart way to do this would have been to announce this all at once. The gap between announcements caused the stock market to drop 500 points, it was a nose dive from the point of the "stop negotiating" announcement. Whether the series of announcements was intentional/his plan or not, it has the look of someone making a huge miscalculation and then back pedaling on it when the markets reacted. It gift wraps fodder to those against the President.

And add to that, looking at it from a "let my political enemies suffer" point is very illogical. Just because a state is blue doesn't mean it's filled with Republican hating Democrats or just because a state is red doesn't mean it's filled with Democrat hating Republicans.
California, which is considered a "solid blue" state is 43% registered Democrats and 23% registered Republicans. 28% are independent and the rest are various third parties.
Letting a state "suffer" because you don't like their overall politics is like watching your neighbor's house burn and not calling 911 because you don't like your neighbors--but the all while you best friends are also in that house.
I think President Trump is just trying to make things as difficult as possible at current time.
It's not Trump who is trying to make things difficult. Nancy and Chuck do not want to negotiate in good faith. They want to play "my way or the highway" and Trump isn't going for it. You can't reason with the unreasonable, therefore, he has called off the negotiations.
Chuck and Nancy have no reason to negotiate in good faith. If the economy stays down and unemployment remains high, it helps their guy.
He's willing to sign separate bills for the things both sides have already agreed to. Trump wants to get this economy rolling again. It's not only in the Nation's interest, but it's also in his own interest for reelection.

Is there enough time for the RNC to put someone else in, because Trump appears unfit to make any rational decision on behalf of the country.
