Ballots could not be changed once early voting has started. Votes would be transferred to the new incumbent for that party.

By not wanting to do a debate on Zoom? The Board of Elections is required to work with both parties to have consensus on everything, and what the board did was bypass the Republican Party. Also, Trump should not be contagious by that date and was supposed to do testing prior to the debate to show he was not contagious. Trump is far in the right on this one.
