Ok. Say you and I both make gasoline. We're the heads of Exxon and BP. And we want the price of gas to go up, so we can make more money.
Do we need to pick up the phone and talk to each other to make that happen? Or do we both just know what to do, to work towards a goal that happens to be shared?
You have independent players (journalists) acting independently, but working toward a shared or similar goal as though they're working together. They don't have to conspire; they will naturally work together. Kind of like sharks at a feeding frenzy.

Wait, are you disputing that the post office didn't enact changes specifically to slow down the mail, that Trump hasn't been maligning voting by mail, that the Texas governor didn't insist on ONE dropoff location for each county, that the republicans aren't screaming and crying about the unfairness of all ballots being counted... ??
