It's not an either-or scenario. He will definitely do all he can to sabotage the incoming administration, and he'll think - perhaps rightly - that this will endear him further to his base if he runs in 2024. After all, Donald did not become President or retain his base popularity by "behaving."

Trump certainly hasn't behaved to the degree that Gore or Clinton behaved. Gore challenged the election for over a month, and Clinton still can't believe she lost.
Let the legal process play out. Biden will likely be declared President.
Rest assured that the majority of Trump supporters will not whine and pout, burn down Democrat-led cities, and seek to destroy those that disagree with them.... as Biden supporters did.
We will just quietly support like-minded businesses and leaders with our opinions and wealth.
What ever Trump and his officials do, it will be NOTHING unlike the incredible sabotage from Obama and his minions in the State Dept, Justice Dept, CIA, FBI, NSA, etc. No to mention the last minute flurry of EOs and other actions to hamstring the incoming administration.
