Well then I guess that's settled because Tucker Carlson is the expert on everything, right? My cousin (now retired) is a Registered Nurse with a PHD her last job was Hospital Administrator, why would you think that she wasn't entitled to be called Doctor?
She can call herself Dr Tooth Fairy for all I care.
But I can think of nothing more confusing than someone who works for a hospital calling themselves Dr and not being a MD.
Lots of physicians do teach. Local community physicians where I live teach medical students and residents.

Let anyone who has a doctoral degree use it or not, as desired, except in a medical setting where "doctor" will almost universally be thought to mean physician.

Little respect for those few who think they are entitled and yes, DEMAND, to be addressed with a certificated verifiable accredited title. Doctor is reserved for medical professionals, not someone who simply desires to to be something more than they are simply because they wish it.
I possess an Airline Transport Pilot certificate earned through a lifetime of devotion to my vocation. My certification is accredited by the Federal Aviation Administration for meeting the highest level of testing and professionalism. My official title is "Captain" . Over 30 years of building the skills and experience required to ensure peoples safety has earned this title.
If Jill Biden wants to be called "doctor", or any PHD with the exception of those actually earning the title (ie: Dr. Robert Schoch-Boston University), then every cabby and Uber driver should be addressed as "Captain".

I graduated from college with my B.A. TWENTY years ago, and EVERY one if the faculty in the department for the subject I studied had a Ph.D and the title of Doctor was used by every one of them. I graduated high school in 1993 and some of the teachers in my high school also had the title of Doctor.
