It's not fake, since he really did say it. It's no more doctored than the videos the left has been relying on for 4 years to attack Trump. You know, the ones where they took bits and pieces out of context to show how terrible of a person Trump is. Kind of like the "very fine people" remark he made, which was taken out of context to suggest he was calling neo nazies and KKK very fine people. Or the one where the left claimed Trump told people to inject bleach, when he said nothing of the sort.
I think we will see tons of Biden quotes taken out of context over the next 4 years, since the left made it an acceptable thing to do. Since Biden has very little control over the gibberish that comes out of his mouth, it should be a very interesting 4 years indeed, unless Kamala takes over.
