Keep them locked in cells 22.5/7, that will help them isolate. Have them eat , 1/5th of cafeteria full at a time, one hour per day, 30 minutes each for 3 meals. Divide each meal into 5 groups, to get to only 1/5th eating at a time.

Give staff full PPE, plus automate as much as possible.
Vaccinating front liners first is the correct policy (medical/LEOs, firefighters), then the elderly, and those with pre-existing conditions.
I am not against vaccinating prisoners early if they are either elderly or have pre-existing conditions, but since their close quarters are confined, I am against moving that full population ahead of any of the afore-mentioned groups. Their turn will come, but it does not merit special treatment.
Being in prison is a pre-existing condition. They are in close quarters and often times prisons are over-populated. Look at the hepatitis outbreaks in prisons over the past 20/25 years. COVID is just the new hepatitis.
We do not prioritize them ahead of others. They rank no higher, nor lower, than others.
I am far more concerned with nursing homes which account for almost 2 in 5 national covid deaths.
They are certainly a more susceptible population to a COVID outbreak, like it or not. Mind you, I'm not super bleeding heart towards criminals, especially white collar and violent criminals. That said, I think part of the problem is since not all people are on death row or life sentences, COVID-19 and Hepatitis outbreaks are cruel and unusual punishment and could get prisoners a lawsuit based on the 8th amendment.

Also, I cannot find anything that says doctors are refusing it. Some nurses are.
Overall, higher education level attained is associated with intent to take the vaccine.
The articles need to break down the "health care providers" by category.
One poster here on CD who is refusing the vaccine has a profile that lists his occupation as "health care supervisor" and has a high school diploma. I would question his understanding of the vaccine.
