Screaming and shouting and freaking out are not illegal acts. Running over police lines, breaking into a secure building, vandalism, and theft are. Amazing this has to be pointed out.
We are discussing a future event. Protestors are being called insurrectionists even though nothing has happened yet to indicate that they will be anything other than peaceful.
