I think it is the same thing. In 1991, the hotels faced many of the issues the immigration faced. Hiring. For a person to be qualified to be a citizen, he would have to be in the United States for 5 years. Take an exam about the United States. Social studies. And pass. Apply for a visa, this visa allows him to work in the U.S.A. So he needs one to work. All within a 5 year span. He can reapply to extend the Visa. But he must study hard with in 5 years to take the exam. And pass. Otherwise he'll just keep reapplying for a work visa to work in the U.S.A. And just keep working until he retires. If he did not pass, no citizenship extended to him. This is the rules. I'm not sure if they deployed the ones out of Hawai'i who did not pass the exam. They just let it go I guess. I was born and raised in Hawai'i. So naturally a citizen of U.S. by birth.
