Depends on where you live. In my state health issues doesn't move you to the front of the line. It's 65+. There are nowhere near enough shots to do all the people with health issues (about half the US population qualifies) and no way to confirm that they actually have such conditions as they claim.

We are in 1B but for us the 16-65 with health issues comes in Phase 2. My initial point, though, is that the major issue is age and that the OP's MIL meets the requirement so regardless of statistical questions...I don't know what the OP's particular concern is.

The Teachers Union has pushed many with health issues out of sequence.
I am 70 and was telephoned by the local pharmacy I use asking if I wanted to be on their waiting list. I said I did and they sent me a text with about 10 questions concerning my age, ethnicity and overall health. Contrary to what appears to be the norm, I found no reason to either applaud, or be critical, of a presidential administration, past or present.
