What initially struck me about this (he is to Lie in Honor on February 2nd and 3rd in the Capitol Rotunda) was that I thought he had already been buried (he died January 7).

There doesn't seem to have been much news released on his death since the official announcement that he died after suffering a stroke in his office precipitated by physical confrontation with rioters at/in the Capitol Building. (There were some more specific details in the press and family statements that thus far remain unconfirmed.)
He will be buried at Arlington National Cemetery.

I'd like to know, what qualified him to be buried at Arlington National Cemetery ?
8. Earlier as an Air National Guardsman, he served in Operation Desert Shield and Operation Enduring Freedom. Later, in July 2008, he joined the Capitol Police depatment.
I think it was approved as an exception to policy given his veteran status and death related to the defense of the Capitol:
Each request for exception to the interment and inurnment policies will be evaluated using the following considerations:
The decedent's specific military service (contributions and acts) that directly and substantially benefited the United States military.
The decedent's specific civilian service (contributions and acts) that directly and substantially benefited the United States military and demonstrates the manner and level of sacrifice or heroism typical of military service.
Whether the decedent's combined military and civilian service presents extraordinary circumstances that justify approving an exception to the policy.
From this point on, anyone who tries to protest in D.C. will now be considered a terrorist.
