A freshly naturalized citizen from Nigeria is about as black as you can get, but they and their ancestors were never enslaved in the United States. What does being black have to do with it?

199. If he put out the eye of a man's slave, or break the bone of a man's slave, he shall pay one-half of its value.

205. If the slave of a freed man strike the body of a freed man, his ear shall be cut off.

217. If he be the slave of some one, his owner shall give the physician two shekels.

219. If a physician make a large incision in the slave of a freed man, and kill him, he shall replace the slave with another slave.

223. If he were a slave his owner shall pay the physician two shekels.

226. If a barber, without the knowledge of his master, cut the sign of a slave on a slave not to be sold, the hands of this barber shall be cut off.

227. If any one deceive a barber, and have him mark a slave not for sale with the sign of a slave, he shall be put to death, and buried in his house. The barber shall swear: "I did not mark him wittingly," and shall be guiltless.

231. If it kill a slave of the owner, then he shall pay slave for slave to the owner of the house.

252. If he kill a man's slave, he shall pay one-third of a mina.

278. If any one buy a male or female slave, and before a month has elapsed the benu-disease be developed, he shall return the slave to the seller, and receive the money which he had paid.

279. If any one buy a male or female slave, and a third party claim it, the seller is liable for the claim.

280. If while in a foreign country a man buy a male or female slave belonging to another of his own country; if when he return home the owner of the male or female slave recognize it: if the male or female slave be a native of the country, he shall give them back without any money.

281. If they are from another country, the buyer shall declare the amount of money paid therefor to the merchant, and keep the male or female slave.

282. If a slave say to his master: "You are not my master," if they convict him his master shall cut off his ear.

A city or two are already considering it, but there is a lot of detail to work out. For example one accountant that I work with is Black, but came here from Nigeria 3 years ago, with no history of slavery in her family tree. Then there are the Blacks working in tech at places like Microsoft and Amazon making over $200k, they don't need the money, and also, are proof that they can make it in this country. Also the professional athletes making millions, and then how do they prove that the Latin Americans and recent well paid people from India, who are darker than African Americans are not eligible?

Are you sure ? The hebrews of that time were mostly of African ancestry with semitic paternal lineage. If you're Ashkenazi, aren't you most likely a descendant of central eastern European converts ? That's where the word Ashkenazi is from after all, Scythia (Eastern Europe/Central Asia).

News flash, that war didn't end it --- slavery is a multi million dollar operation today. The governments should actually end it, before doling out money for people effected by it.

Canada calls it “visible minority”, for non whites. So if your not visibly black, you shouldn’t be considered for reparations. Megan Markle would be on the borderline. The black lineage would have to be American in its majority.

I know you're not being serious, but I just wanted to clarify something--you must mean ancestors. Otherwise you would have your children or grandchildren old enough to have fought in the Civil War!

I don't believe anybody should get reparations. There's no way to figure out how to make it fair and even if they tried to make it fair, all it would do is cause resentment from those who didn't get reparations. We would be further divided. It would be better just to move along and make things fair in other ways. Giving money away won't fix what was done. Slavery was atrocious.
