It is impossible for Putin to currently send messages to "his GOP operatives in the US" even with his 4+ year long elaborate scheme of manipulating elections, so the only way he can do it is through a TV debate. Otherwise he is cut off from communicating with all of his US operatives that rig elections.
Of course, this has nothing to do with Putin believing that he can run mental laps around Biden and make him look like a senile blithering idiot in front of the entire world.

Biden's handlers will not reveal to the world how compromised Biden is. Putin knows it and made the "challenge" rhetorical, as he knows there is no way in hell that Obama will demonstrate Biden's impairment to the world.
