If I recall, Mexico's president has not congratulated Biden either.
I would say until it is official, no one should.
Not a conspiracy theorist either, i voted for Biden, he will be the next president, but until it is official, people should refrain, or at least state a congrats in another way.

No, like him or not, Putin is smart and loves his country. He's got nothing to loose by playing this game. You can see how much he loves Russia by the dignity he shows towards his veterans, not afraid to be seen crying at Piskaryovskoye Memorial Cemetery and the zeal with which he sings the Russian Anthem.
