After he was first elected to the Senate in 1972 at the age of 30, Biden abruptly changed course on an issue on which he had campaigned: School integration through busing. Biden joined with the segregationist bloc of the Democratic caucus and actively worked to oppose school busing.
...
He even said he would theoretically support a Constitutional amendment to stop busing and, amazingly admitted that he was siding with racists in the Democratic Party.
Biden’s legislation passed the Senate on a 50-43 vote, and Biden championed his anti-busing legislation throughout the 1970s. In 1977, he co-authored a bill that dramatically limited the ability of federal courts to order busing. To get it passed, he actively sought the support of leading southern segregationists.
...
In 1984, Biden championed the Comprehensive Control Act, which Vox reported “expanded federal drug trafficking penalties and civil asset forfeiture, which allows police to seize and absorb someone’s property — whether cash, cars, guns, or something else — without proving the person is guilty of a crime.”
Two years later, he co-wrote the Anti-Drug Abuse Act, which “ratcheted up penalties for drug crimes” and “also created a big sentencing disparity between crack and powder cocaine; even though the drugs are pharmacologically similar, the law made it so someone would need to possess 100 times the amount of powder cocaine to be eligible for the same mandatory minimum sentence for crack. Since crack is more commonly used by black Americans, this sentencing disparity helped fuel big racial disparities in incarceration.”
... Biden helped author the 1994 Violent Crime Control and Law Enforcement Act, which led to dramatically higher incarceration rates across the country and, its critics contended, locked up Black and Hispanic Americans at far higher rates than whites. It was, they said, a racist piece of legislation that has devastated minority communities for a quarter of a century.

WHAT specific Bills did he help enact into law that make him responsible for "systemic racism" as you allege?
Thats a cop out and you know.
What bills or laws did Trump pass that made him remotely responsible for 6 January? None but through his sphere of influence he absolutely contributed.
The same is True of Biden and many others with their rhetoric. They are enablers.
Here's one explanation. I don't agree with it, but it's an explanation. I bet you would get 1,000 different explanations if you asked enough people - which lends to your point that it really doesn't exist.
The concept of “systemic racism” is nothing but a myth and a buzzword the left concocted to keep blacks in their place as pawns. The left can’t ever think of blacks as equal. They must be dependent idiots who are their street fighters.
Congrats to those who have left the plantation.
Many of us were horrified everyday at trump. Shoe is now on the other foot. It will be as long a 4 years as it was for us. Edited to add systemic racism was around before Biden
Did you hear his speech before and after the Chauvin/Floyd verdict?
When you think about it he is complaining about the laws, the very system that he has been a part of for near 50 years.
He is responsible for the "systemic racism" because he helped legislate it.
What did he do when he was a Senator and 8 years as VP? What did he do to help the Black community? What did he ever do to help move Black people out of the perpetual victim hood of oppression?
The Democrats blame Trump for the rise in racism. They blame Trump for the "new" threat of white supremacy but he was an outsider to State and Federal law making that has allowed racism to smolder away in the fabric of America. The Democrats are only blaming Trump to avoid taking the blame themselves.
The Democrats are pushing for Police Reform and more training but how about Reform for the public? How about training for the public about how to react and what not to do during an encounter with the Police? Why are they holding the Police responsible and giving the bad players in our society a pass?
Biden had 50 years to do something about this "systemic racism" problem something they have called the greatest threat to America ever! and what did he do? Nothing but now he has big plans? What a buffoon and we are all being played by the Democrats as they continue to divide us to conquer.
Jim Crow Joe forgot another thing, again.
Video cameras were invented and document his history of systemic racism

Yes, the democrat political party was created around and to cement into society, systemic racism and making women the property of a man.
It continues to this day.
What is it? What is the "system" in systemic racism?
Some jobs, institutions just seem to consistently have a degree of bad or down right evil people in their ranks. Police are not alone. The priesthood comes to mind, coaches and such. Getting away with immunity. Power corrupts some.
