No, he said there was no reason to appoint a special counsel.

“To the extent that there’s an investigation, I think that it’s being handled responsibly and professionally currently within the department,” Barr told reporters at a press conference. “To this point, I have not seen a reason to appoint a special counsel, and I have no plan to do so before I leave.”

There was no reason to appoint a special counsel after the election, as there was no chance of anything getting done before January 20th, when Biden would have killed it.
