I find it incredable that people are allowed to walk in stores, take what they want, and not pay for it. No one will stop these people for fear they will be the ones to get in trouble for it. Who pays for this....we do. In one store the security guard filmed the shoplifter filling his backpack, and just let him walk away.

Many brick and mortar stores have an online segment that allows for both ship to home or ship to nearest store for pickup. These retail companies need to put more emphasis on those options to reduce the merchandise that is displayed in the store and thus at risk for shoplifting.

You're talking retail chains. Small businesses have no such online visibility and they were crushed the hardest
Man arrested from the San Francisco Walgreens where he filled a trash bag with stolen goods. Found out he had hit the same Walgreens 4 days in a row. Also noted they're pretty sure he's working for organized theft rings since the stolen goods have been found for sale elsewhere. When arrested they also found drug paraphernalia on him.

In San Francisco in particular that is a very telling question.
