He'll just go back to prison. I'm not really surprised he broke the law again. At age 71, a criminal record (a heinous one at that), he basically has no prospects. He likely has no family to speak of. He has no proper skills that would make him employable (that we know of). He probably doesn't care if he goes back to prison. He strangely has a better chance of making 90 while living in prison than living outside of it. And that is considering how dangerous prison is for a rapist. And it also shows many criminals aren't afraid of prison.
What I'm wondering is how he survived prison. Rapists are despised in prison. They are considered the lowest of the low alongside pedophiles. Or better yet, how 24 years in prison didn't teach him anything. But then again, he may have been better adjusted to prison than the free world.

People say that, but it's not usually true. The very toughest alpha males outside of prison are the very toughest alpha males IN prison. With the exception of Law Enforcement and employees of the judicial system.
Rapists who are tough and dominant tend to succeed in the prison social hierarchy.
I will agree with you that it is concerning that he couldn't wait to re-offend, and landed his butt right back in prison. He wants to rape someone more than he wants to live free.
He needs to not have any bail - because the minute he's free again, he'll harm someone else.

To a large extent, that is true. He's institutionalized and can't do much for himself out of prison. At the same time, I also consider that he didn't learn anything from being in prison. Conventional thinking says "don't rape. You'll go back to prison". This guy is basically a predator. Having the mindset of a predator is why he raped someone again. Someone who can't live outside of prison combined with a violent, brutal mentality.

I'm a lot more interested in how his victim is doing and what we could have done to better protect her from this animal.
