I have no problem paying people what they are worth, but these crooks are overpaid, and they woefully underperform.
If I remember correctly, Trump neglected to fill a good chunk of available positions. Either he couldn't be bothered or couldn't find people to work for him. That probably accounts for his lower personnel budget.
