The TX heartbeat law implements the 10th Amendment by not criminalizing abortion and leaving the power of enforcement to the people, per the 10th Amendment. The injured party/parties can either file a tort, or not, depending on how they feel about abortion.

That's contradicted by states' fetal homicide and child abuse laws. Both types of laws legally recognize unborn children as a separate human life for which one can be prosecuted for killing or harming.

There already are restrictions for post viability abortions.

Not always. It depends on the state.

States that allow for late-term abortions with no state-imposed thresholds are:
  • Alaska
  • Colorado
  • District of Columbia
  • New Hampshire
  • New Jersey
  • New Mexico
  • Oregon
  • Vermont

Just like states have varying restrictions on 2nd Amendment Rights from nearly nothing to quite draconian, the same is true (and Constitutionally should be true) for abortion.

Obviously every state that has a fetal homicide law disagrees with you, since they all mention abortion as an exception. Go lobby all of those states' lawmakers if you want that changed. Until then, your argument makes no sense.

Translation:

It's ok to abort / kill your baby if you feel like it. The "law" says so.

Yep, nailed it.

Everyone except IC understands what the intent of these laws was when passed.

On top of that the text in these laws is abundantly clear that abortion is an exception.

That's not what I've said at all. What I've said is that since killing an unborn child is already legally legislated by states as homicide, abortion laws should abide by the exact same legal precedent already set that killing an unborn child is homicide.
