I don't think there is a nefarious reason for not releasing the identity yet.
Typically in these situations, while CNN may never cover it, the local news outlets will and they don't know yet either.
One possibility is that the mall near me is often busy and public and thus drug deals will be done there. Quite possible that this was a bad drug deal and then some bystanders got caught up in it.
But regardless, the full story will come out shortly, at least at the local news level.
States began to close mental institutions in the 50’s as they were political embarrassments and a drain on financial resources. States began relying heavily on Federal monies to finance what remained. And over the decades, that funding dried up, too.
The single deadliest mass shooting incident in the US occurred in Las Vegas on 10/1/ 2017. More than 1000 rounds fired from a corner suite, 32 floors above a concert. 60 people killed, 411 wounded and 456 injured in the ensuing panic.
Unlike most mass shooters, the Las Vegas shooter was 64 years old. The incident was well planned and executed. Nothing the shooter did not want discovered was left behind in the suite nor his home. Like many mass shooters, this one killed himself.
Like most mass shooters , his motives, beyond killing as many strangers as possible, remains unknown. NOTHING about him would have warranted a hold, let alone institutionalization.
Most countries function under a “may issue” doctrine. The countries with the strictest laws, tend to require a valid purpose for legal ownership and defense is not necessarily a valid reason. Deep background checks are performed and include ongoing mental health assessments, interviews of family, neighbors, employers, peers etc. As a result, the super majority of the populations are unarmed and the masses feel and are safer.
The horse has long left the barn in the US. There are more firearms than people in the US, remarkable given only 32%+/- of the population owns a firearm. As such, there is greater likelihood a firearm will end up in the hands of a whack job or someone who intends to use it to murder.
Most firearms used in sensational mass shootings in the US, where the victims are random, were legally acquired.
Like in the El Paso Walmart shooting, it’s likely some people in the Boise mall were armed. Most people choose to flee or hide in the midst of a mass shooting, rather than engage in a gun battles with an unknown number of mass shooters. Rambo is a fiction character.
This is the way we choose to roll in the US.

They are (obviously) not releasing the shooters ID because the shooter's identity/race/religion/etc/ probably does not help advance the media's usual narrative.
