Per your article, the exercise serves as a final test for the Special Forces Qualification Course. It is not anything "new". All military branches and law enforcement units train for all types of scenarios. It is what they do. And these specific exercises in N.C. are specifically nothing "new" or out of the ordinary.

The only thing that is somewhat new, apparently, is it is now required that advance public notice of training exercises be provided after a soldier was killed and another wounded in 2002 when a N.C. county sheriff’s deputy mistook these exercises for criminal activity...per your article.

This is Robin Sage. It’s been conducted regularly since the 70s as the culminating training event for new Special Forces personnel. Definitely nothing new or unusual.
Regardless, it is time to start cutting the military's budget. When they go woke, they have too much largesse and you don't want them having more.
