I am not blaming the individual cop.
No knock warrants put the man in a position to be killed unfairly.
The policy is culpable and his family should sue the city and win.
The problem is that taxpayers end up paying because the cops are stupid. Maybe the individual cops should be made to pay.

Punish the city and make them undo the policy and outlaw the no knock warrants.

If an innocent person, with no record that would warrant invading his house, is dead.. the Police did NOT act reasonably or responsibly.

In US policing, no knock warrants are like firearms: Way, way overused. An exceptional tool to be used in exceptional cases has become routine.
And as you yourself seem willing to at least start discussing, there can be a huge gap between "reasonable" and "within policy". At least, thanks to cameras, we're having the debate now. A lot of the body politic doesn't listen and won't read, but they can see.
Worth noting deep blue cities like Minneapolis seem to do no better at preventing excessive police force than more moderate and even GOP areas. Twin Cities metro has had some of the worst examples of the past decade.
"No better at preventing excessive police force", "GOP areas"? Last I checked 95% of all "unarmed" black people were shot and killed by police in Democrat controlled cities. Its probably closer to 100% but I'm covering an outlier GOP city if it exists
