I'm not so sure about that. Iran is a lot less walled of from the rest of the World than North Korea. I assume they have a lot more access to missile technology from the Russians and the Chinese than Kim. Remember, the Iranians were able to hit our Military Base in Iraq in 2020 with Ballistic Missiles in response to the Soleimani assassination.

You're forgetting about radiation and nuclear winter. If enough nukes go off, there will be nuclear winter and as sun will be blocked. Ultimately most of the public will die off.
