You're forgetting about radiation and nuclear winter. If enough nukes go off, there will be nuclear winter and as sun will be blocked. Ultimately most of the public will die off.

Nuclear particles would only fall for about two weeks. And yes, there would be a nuclear winter, but many not near the blast would ultimately survive, especially if they had stockpiled canned food and water.
