The Russians have been using precision weapons to minimise civilian casualties. From what I've read and heard, the Russians don't want to create deathly pandemonium for reasons involving their strategic goals and the deep rooted cultural and ethnic ties the two countries share with one another (it would be like the English and Welsh fighting each other).
What they do have available to them are tools such as thermobaric missiles that are extremely efficient at destroying fortifications and bunkers.
My thoughts as well. He may also want to do as little damage to infrastructure as possible knowing he needs and wants what resources Ukraine has to be readily available once he's taken over. I believe he has the ability to unleash "Shock and Awe" if need be.

So they are so squeamish to use these methods because of the "deep rooted cultural and ethnic ties the two countries share" but they are not too squeamish to invade and cause a war. That makes so much sense, really. Such good soul mates, that one has to knock the other out and get his way.
I suspect Russian is holding back to prevent huge civilian casualties.
Anyway their main objective is to secure Crimea.
What an observation!. Crimea has been secured since 2014! in their previous dirty work. As good as U.S. intelligence has been this time around , it still doesn't have the full scope of Putin's intentions in its range.
