1) The US Department of Energy is not quoted in this article
2) The article mentioned nothing about churches, closing churches, or locking people at home on Sundays.
3) It was Richard Nixon's administration, not Jimmy Carter's, that mandated a national speed limit of 55 mph.
4) "The administration" is telling you nothing. This article is a list of suggestions, nothing more, from an international energy think tank. It mentions the United States only once, citing an example of the aforementioned national speed limit.
