How are those exceptions made for them? In my experience, they can be and are denied. Who gets the final say if there's a conflict?

In my opinion, abortion access by state is entirely unsustainable. What we need is for our legislative branch to get off its duff and pass the Women's Health Protection Act, but it won't pass. We already know that.
The Democrats are trying. There's not enough US support to get their abortion bill to pass. Seems too many people are against killing others for the sake of convenience.

Here's the thing. It is THE major public hospital for the region and the only one equipped to handle trauma and other emergencies involving pregnancy. The hospital board is majority Catholic. There isn't much of a choice for someone who needs an abortion. The other hospitals in the city are private and Catholic run. It's a real problem even while RvW stands. If it falls, there will be no choice for an in-state procedure because there is a trigger law that will ban abortion.

I and many others have to travel out of state to get to a hospital. So can you and others.
We're not like Islamic countries. Birth control is either really cheap or free and easily accessible. If American women carelessly choose to not use it, that's on them. Don't kill the most vulnerable members of society to make up for women's irresponsibility and carelessness.
I hate to break it to you, but the unborn are not members of society.
