"To the extent that it soiled our politics, damaged U.S. standing and foreign relations, or influenced the calculations and miscalculations of Vladimir Putin...."
So maybe it hurt our relations with Russia, but i don't think many of us are crying over that right about now. And the author even characterizes Trump as "An unseasoned (and blowhardy) politician...." and acknowledges his many mistakes.
Bottom line - Russia interfered in our election, Steele spread rumors that Trump colluded in it, Mueller investigated and didn't find proof of that, Trump was cleared. The end. If Hillary did something illegal, I hope she goes to jail.

Trump himself may have been cleared, however the Mueller report did find collusion between the Trump campaign and Russia.
