He is right! Elon Musk is a true African-American, unlike most black Americans. The term ‘African-American’ implies that someone was born in Africa, and then moved to America and/or became an American citizen. Skin color has nothing to do with it.

If you are born in Africa, you are an African. African does not denote a racial or ancestral background. Egyptian Arabs, Tunisian Arabs, Libyan Arabs, etc., are all African; and some of them have blue eyes, too. Again, being African is not racial background or "look." Africa is a continent, not a racial grouping. If you are born in Africa or are a citizen of an African country, you are African.
He is of European descent, but he is an African.
Based on your logic of calling Musk "European" (and not the the nationality of his more distant ancestry, say British, etc.), it is interesting that you try to make the distinction of him being "South African" vice "African."
Moving on, I will note that the term "African American" was originally used to refer to the descendants of slaves in the US, but the term has since been expanded to be more encompassing, though you might still be hard pressed to find recent African immigrants refer to themselves as African American. Instead, they'll use the nationality of their birth or ancestors' birth (e.g. Nigerian or Nigerian American, etc.).
