I could understand the phrase 'hood rat' being seen as a distinction of class or caste distinction, but to think of the term as racist supports a worldview that only one specific race lives in these 'hoods'.

Anyone whose world view is that only one race lives in 'hoods', would be an individual carrying a lot of personal baggage, trying to project their own hate onto other people.

Exactly. My distant cousins could be considered hood rats. They live off the system, like three families in a ****ty house on the wrong side of the tracks...literally, the rail road tracks run behind their house. They sling drugs and stolen goods. They are Mexican.

Hood rat denotes lower class people. If one wants to attach race to it, that is on them.
