Strange situation for sure. A 14 year old can, but not a 13 year old in OK.

He didn't seem that horrified at the thought of a 13 year old having sex with a 15 year old. Well, it is OK, so..........
Maybe he had sex back in the day with girls that young, so he understands the whole thing.

Technically, neither could consent to sex. But the two were within the typical 2 year range difference, for being excepted from statutory rape charges.
I'm surprised the family sued the boy's family, and not the camp and the employees of the camp, for lack of close supervision.
