Oh, the elite know exactly what they are doing. They plan these bills to strangle the competition. Right now, the biggest competition is land (homes) in desirable areas and getting from point A to point B in a timely manner. More bills that reduce the number of land owners and those on the road, more gravy for the elite.

The Kigali Amendment restricts production of hydrofluorocarbons (HFCs) based on concerns that they contribute to (what else?) climate change.
The problem is that HFCs are the refrigerants needed to run most home air conditioners, vehicle air conditioners and many millions of refrigeration systems used by businesses like restaurants and supermarkets. Replenishing HFCs lost from a leak will get costlier as supplies dwindle and prices rise.
In fact, it is already happening. Thanks to domestic HFCs limits imposed by the Environmental Protection Agency that took effect this year, the price of the refrigerant used in home air conditioners shot up 4-fold, and as a result certain repairs now cost hundreds more. Repair bills will likely rise in future summers as the HFC quotas get more stringent.
The Kigali Amendment would tighten the screws even further. Worst of all, unlike domestic legislation which can be amended or repealed, treaties are very hard to reverse. Thus, ratification of Kigali would very likely mean no Congressional recourse even if consumer costs skyrocket in the years ahead. In effect, the treaty would cede control of the issue to the UN.
So that last paragraph seems to indicate that we are subjecting ourselves further to international regulations.
Maybe you aren't aware that we can back out of any agreement as we did with the Iran Deal and the Paris Accords, be careful how you toss around the word stupid.
This isn't the first time there was an international agreement in 1987 to address the ozone depletion which was a big success.
Under the radar as will be another treaty/climate meeting right around election time in Egypt.
But yes the 21 Republicans that voted for it. If not another smoke filled backroom deal another example of what happens after throwing some hot button emotional issues at RINOs.

It does not appear to be doing anything to ban or restrict fossil fuels which the world needs for energy.
Not much different than old ban of the old AC freon.
As long as there is a substitute like the new refrigerant way back in the 90s I believe we should be fine as it is a small amount.
Just keep fossil fuels around (natural gas, unleaded 88 and regular 10% ethanol gas Octane 87) for energy except coal and focus on cleaner extraction and drilling and refining methods rather than the most unrealistic impossible pure green energy anytime in the next 20-30 years.
