Key word - WAS done. As in, the people responsible, who would from a moral perspective be the only ones who should pay any reparations, are all very likely long dead. No white person alive in the USA today owned any black slaves and an exceedingly large majority probably have no ancestors who ever owned black slaves. If you're going to start going down this rabbit hole of asking for reparations for what happened generations ago, every group on planet earth will find some past mistreatment to justify reparations.

As outlined by the San Francisco Chronicle, an eligible resident who lived in California their whole life and was 71 or older could, in theory, receive as much as $1.2 million.
If approved, the task force would urge that the money begin to be disbursed in the form of “down payments,” according to CalMatters.

California's reparations task force voted Saturday to approve recommendations on how the state may compensate and apologize to Black residents for generations of harm caused by discriminatory policies.
The nine-member committee, which first convened nearly two years ago, gave final approval at a meeting in Oakland to a hefty list of proposals that now go to state lawmakers to consider for reparations legislation.
U.S. Rep. Barbara Lee, D-Oakland, who is cosponsoring a bill in Congress to study restitution proposals for African Americans, at the meeting called on states and the federal government to pass reparations legislation.
“Reparations are not only morally justifiable, but they have the potential to address longstanding racial disparities and inequalities,” Lee said.
An activist identified as Reverend Tony Pierce was one of the most outspoken people at the gathering, making reference to the famous "40 acres and a mule" promise to former slaves when he took the podium.
"You know that the numbers should be equivocal to what an acre was back then. We were given 40, OK? We were given 40 acres. You know what that number is. You keep trying to talk about now, yet you research back to slavery and you say nothing about slavery, nothing," said Pierce. "So, the equivocal number from the 1860s for 40 acres to today is $200 million for each and every African-American."
Pierce, who shouted most of his remarks, then directed his ire to the task force for in his view not pushing an ambitious enough reparations plan.
"You're not supposed to be afraid," he said. "You're just supposed to tell the truth. You're not supposed to be the gatekeepers. You're supposed to say what the people want and hear from the people."
Pierce concluded with a warning to California's top elected official: "Tell Governor Newsom we're coming. He knows me."
