Sounds like a nightmare. 2 of my doctors are well outside of what would be my zone. I like El Pollo Loco. I would be fined if there are none in my zone and I wanted a tostado salad? What if I wanted to go camping at a nearby lake? Crazy.
I don't see the idea of the 15-minute city as freedom being taken away. I think "a compact place where everything is close and I can get to everything easily without a car".

You have to think 3 clicks past the obvious.
You have to think about human nature. You have to understand the larger history.
You have to have a certain sense of how humans operate.
You don't have to be paranoid, you do however have to be conscious of man's inate desire to subjugate others.

When they tell you you can't drive past those 15 minutes is when freedom is infringed. When they tell you can't drive gas cars is when freedom is infringed. Man made global warming is a lie to control the masses
How is a 15 minute city somehow equal to prison and food rationing?
I myself like cars too much to live in one, but this is paranoia. And it would have some benefits to suburban dwellers as the improved property values mean more revenue for cities via property taxes.

The 15 minute city will be a prison in the USA, since it lacks a robust rail network to replace the automobile paradigm.
Ironically, America once had the world's largest network of railways - urban, interurban and heavy rail.
It also had the world's richest corporation - the Pennsylvania Railroad.
(Curious how it went bankrupt in 1970s. Look up how government [bleeped] them and "stole" Amtrak for itself.)
He's not the mayor of London, he is a mayoral candidate explaining what the elites want to do. He is against it and said he would "abolish it".
In terms of 15 minute cities, they are generally cities where local amenities are within easy walking distance.
In reality it's local and national politicians who helped destroy 15 minute cities in the first place by closing and centralising amenities including schools, health centres, police stations etc, whilst the rise of the supermarket (grocery store) as opposed to local shops coupled on-line banking and services coupled with on-line shopping have seen a further decline in local services and retail options.
As for the Mayor of London it's a role that has limited responsibilities, and the Mayor does not have the power to implement many of the proposals suggested.
In terms of recent developments in September 2023, the UK Government announced plans to "protect drivers from over-zealous traffic enforcement", in what it says is "part of a long-term plan to back drivers". These included plans "to stop councils implementing so called '15-minute cities', by consulting on ways to prevent schemes which aggressively restrict where people can drive".
