The thing is, its not shocking.

The DOD is very wasteful, I have seen it for myself on the micro level. They will come up with an excuse to justify spending on anything.

Look at the lame missile defense system. We want to place it in Europe to protect Europe, but yet for some reason we have to convince Europe to place it on their soil? Who ever even invited us in the first place and why are we spend money to protect a continent thats has a GDP as a whole higher than we do?
