Whether people choose to believe in a higher supernatural deity or not should not have relevance when considering whether one feels a government is a needed function to coexist and thrive together in a civilized society.
I'm an atheist and a social democrat (which, insofar as US politics is concerned, would make be extremely liberal). Atheism and liberalism are not mutually exclusive, nor is atheism and conservatism. Now, I would find it hard to square atheism with socially conservative beliefs, seeing as such beliefs tend to be deeply rooted in religion...
Regardless, I'm not sure I follow the original posters logic here. Why would you believe that atheism is incompatible with liberalism? Most of the atheists I know are, in fact, quite liberal. I, myself, believe that we have only one short life to live and that, as a result, government should be used to provide the best quality of life possible to as many people as possible. Government should help us make the most of it.
