I give charity by giving my time, not money. I am a college student, so giving money isn't too feasible for me, but I don't think one has to donate money to be charitable. I frequently volunteer to work at food pantries, animal shelters, Church's, etc. I must have clocked in at least 60 hours this year alone. Tonight I am going to be working at a Church from 8-2, to celebrate the New Year with a lot of homeless in the community.
I believe conservatives donate more money. I think it falls more under religion than anything though.
Defining a charity is the most difficult part of this determination. Is your church a charity if they use half their donations to send clothing to Africa, and the other half to repair the church roof? Is an art museum or public broadcasting a charity?
Well, in my liberal county, we pay taxes that go in part to provide low-income housing, and to coordinate the regular provision of food and shelter to thousands of the homeless. That food, as an example, meets standard nutritional guidelines and is prepared under sanitary conditions in kitchens that have passed a county health inspection.
In a less liberal county somewhere, there would be no such government programs. Those counties would be entirely dependent upon the vagaries of private charity to fund such efforts. Less thorough coverage and lower overall quality might be the result, but this less liberal county would gets lots of credit for having been so charitable, where my more liberal county would be given no credit at all.

If your money is confiscated to support people who do not earn it then it is a crime, not charity.
In our area, the citizens of the state are very generous in giving to local charities (including numerous food banks and St. Vincent de Paul), organizations that help provide shelter to those in need - other groups that provide healthcare to those in need.
Faith Based Organizations (FBO's) are very good at getting the help to those who most need it. They are far more efficient than any government agency or program
