For anyone interested, there is a legitimate scientific reason to conduct the research in the "lab" of Argentina's gay bars, rather than in the U.S., where learning about venue-based interventions would be more difficult because these types of interventions are more common here. The researchers needed a place where it is less common and somewhat "new" to see better what actually works to change behaviors.
And why would you ask about Barney Frank? He's not involved with NIH.

You keep using "promiscuity" as if it's unique to homosexual men. Again, I'll mention unwanted pregnancies and the millions of fetuses that are aborted every year. They don't occur because of homosexual sex.

It's not always about just "having sense enough" to wear a condom. There's often underlying issues that contribute to having unprotected sex - drug use, depression, loneliness, etc. It's a good idea to try to understand how and why people get into situations where they're putting themselves and others at risk.
