$400,000 is not a lot of money to spend on HIV prevention.
In any case, I see it as a waste of money but someone had to vote for it so.....vote them out.

Some heterosexual men become drunk, end up getting a woman pregnant, and don't want to be a dad.
Some gay men drink too much, have sex with another guy, and they end up getting HIV.
With all the information that is out there about safe sex in this country there are hardly any excuses for people to get STDs or suffer an unexpected/unwanted pregnancy.
Condoms can be had for free at many health clinics and you can buy condoms at your local big box retailer or local pharmacy for as low as 3 bucks in some cases. A small investment considering the money you'll shell out for STD treatment and the emotional toll having an STD will have on you.
In cases of pregnancy...a $3 box of condoms is better than the average amount of $$ it takes to raise a child in this country.

Very well stated, only change I would make is that some striaght men/women also give their parters HIV, its not something limited to gays. Lets have a study to see how accurate the rest of your statement is..
