And that's why education about sex is important. Most of them will have sex by the time they graduate from high school. That's a fact.

Why would you not want to pay for condoms for teenagers? They cost practically nothing and they prevent pregnancy and diseases from being transmitted. They're not 100% effective, but they're pretty close, and they're a lot better than nothing.

Well if they cost practically nothing then the young people can afford to buy them for themselves. I don't condone sex for teens so why do I have to foot the bill on my taxes. I Penney multiplied by the number of teens in school who have condoms given to them adds up. It is also a matter of conscience.
