Why not just pass out more welfare healthcare cards to losers? Make it simple. Why not give them a car too? A new home and extras while they are at it.

Sounds like a good start. Please remember we need a system that provides access to good healthcare for all of our citizens and, if you have any good will at all, residents. We do not need health insurance provided by private companies but good care.
